Sure, but these instances are so rare that you cannot condemn the entire system because of them.
You don't need to condemn the whole system to shut down this ridiculous loophole do you? They can change the law later when they have the votes, they can sue if the law is unconstitutional. The safeguard of running away and hiding is unnecessary as well as just absolutely ridiculous. Also seems kinda pointless since the governor will simply introduce a special session the moment they slink back.
