SF leaders can ban fecal matter on the streets, if they wanted too. I don't think bums and criminals are going to listen to a new law though. It would likely just create a windfall of unpaid fines and more stinky people popping in and out of the local jails.

But, you are right, the statement(s, both original and the reply) could be seen as ridiculous.

There is a point within the original though, that some blue m&ms might have missed. If you are going to champion some cause, you should be above reproach. If I want to wage a war against plastic, outlaw bottles at the airport and straws in the city- I should already be a shining example on basic things: like sanitation.

If you want to solve homelessness, the first thing to do is identify why people choose that road. "Crazy" is a small percentage of homeless, and "Career panhandler" is a thing. Tossing money at people who don't want to be part of the system and who can make bank-tax free- already are not going to be motivated to be self sustaining with more handouts.
