The section above references dead people voting. I think they still had that in mind in the middle of typing up the section regarding voting in two states and typed in the fact that they had passed when they were supposed to be discussing people voting in two states, then they didn’t read what they typed.

The point that he is making is that the election was on Nov 2nd. And if you look at the states that added votes after that date, they are all in favor of Biden. By a LOT. The "Net Biden Vote Dumps" is the subtraction of Biden votes from Trump votes that were counted after election day. The point is to show how many sudden Biden votes showed up after the polls had closed. He's not drawing any conclusions. Only pointing out the facts and how they might appear suspicious to some.
