i just googled the power grid failure in Texas in 2011. It said that it was all on one day and it caused "rolling blackouts". Some homes lost power for 20 minutes. And the worst lost power for 8 hours.

Their equipment was absolutely designed to handle the cold Texas just chose not to pay for the option. And when power was out for several days in many areas I would hardly call that quick.
