A Winchester factory worker spent 14 months locked in jail on child porn charges before prosecutors agreed to drop the case because repeated searches of his apartment and digital devices failed to turn up evidence against him.
But as David Allen Jones finally walked free, his life in ruins, the Clark County Detention Center handed him a bill for $4,008. Citing a 2000 state law, the jail demanded that Jones help pay for the cost of his incarceration.
On Wednesday, the Kentucky Supreme Court will be asked to decide if that’s constitutional. Jones is suing Clark County and its jailer, Frank Doyle, to ask that his bill be dismissed.

1)How was he jailed for 14 months before trial with no evidence? Seems like it would be easy to get him out on bail at least. Otherwise, what would stop prosecutors from charging everyone they think committed a crime and figure it out later. Especially if they can collect coin from the accused for his stay. Sounds fishy.

The single video downloaded on his IP was likely first considered enough evidence to hold him, and naturally they didn't want to officially press charges with a single video, as if he was actually a pedo he would likely have much more content and possibly be connected to a ring of like minded perverts.
Usually the time behind bars between initial arrest and formal charges are just added as 'time served' off the top of whatever sentence you end up getting. BUT, this guy was innocent... so they owe him, big time.

sounds to me like he liked the free rent of living in a cell. if he couldn't afford and knew no one that could come up with $1500 to pay a bondsman.

Anyone deemed a flight risk and/or being held for a lesser crime while being investigated for a major one will usually get this type of bond set against them.
