Congress couldn't either, it would just get sued on different grounds, like the 10th amendment. The basic case has already been before the SC, back when conservatives were in favour of states rights, and the ruling was that congress cannot direct state law enforcement to do squat. Since they'd be withholding funding in an attempt to do just that, the precedent is already in place that they can't. The Court constructed its opinion on the old principle that state legislatures are not subject to federal direction. Trump might have one option, which is to federalise the california national guard and order them to enforce immigration laws. Eisenhower did it in Little Rock when Arkansas refused to enforce desegregation. The constitution explicitly empowers the national guard to enforce the laws of the union. Probably not though, Trump would have to make the case that California's refusal to help enforce immigration law is an insurrection, which it ain't. In Arkansas the governor had called up the guard to actively prevent federal law being enforced.
