I've been a little concerned over what is going to happen in San Diego since the city council is now 9 Dems and 0 Reps. and the mayor is now a Dem. One good thing that has happened is they have passed a homeless encampment ban. This surprised me. It will be interesting to see how it is enforced.

The main exodus has been from the working middle class. If you are very poor, there are a lot of state funded programs for housing, food, and medical. If you are wealthy, it doesn't matter. A family of four will probably struggle to get by making less than $120K/year(unless they live with extended family).
