Actually, the highest paid (non-foremen) are the really skilled concrete finishers (curb builders, structural concrete finishers, etc). The ones that can create the stuff that makes the most money and do it with the least problems. That not only requires skill at finishing concrete, but understanding enough math to layout complicated forms and such. A finish motor grader operator would be in the same category of pay, but most of my foremen on the grading crews run the motor graders. A track hoe takes a pretty skilled operator that makes good pay. Haul truck drivers make really good pay because they not only have to have a CDL but they also have to be able to operate every piece of equipment I have in order to load or unload it on a trailer.

if you were ever on a slipform paver you would think the operator of that machine would be the highest paid on the crew, but that wouldn't be the case. the machine is pretty complicated to operate, but in exchange for how hard the alternative jobs are on that crew, that guy isn't the highest paid. But he can certainly have an impact on how hard or how easy the other jobs are depending on how he operates the machine and how he controls the concrete quality going through it. Hell the guy dumping the truck, that does no more than move the chute around, has a huge bearing on the rest of the crew because he's the first to see the concrete coming out of the truck to gauge the slump and consistency.

As long as they don't cause any actual damage to the police car, I don't see what the real problem is. The cop doesn't seem to care much.

Start putting dings into the hood or breaking windshields, then he's got a legitimate beef to call for backup.
