Sticking with your gym analog, it would be like hiring the guy who invented crossfit to be able to regulate normal gyms and circuit training gyms (assuming they are all funded by taxpayer money) along with everything else funded by the government.
Maybe he is right but it's definitely a conflict of interest.
What I have seen and heard are people that haven’t been vetted accessing sensitive information that could potentially be compromised
