I am not so sure its a matter of people 'not wanting the job', though that could be a part of it. The general rule of politics is: you either sell your soul and start sucking the dicks of various PACs, Super PACs, and big business/corps/banks, or the media will ignore you and you won't be able to get any traction. People won't even know you are even running. Mix that with the basic cost of ad time, staff, etc, and suddenly you have playing field rip for the rigging.

It's about surviving your time with minimal effort, getting promoted for showing up, and spiking that pension when it works best.
