phillipines? wtf? population 113 million? and 3% of the land mass as the United States?
Well, it's a nation of islands. Maybe they have no room for garbage dumps?
Wow. If that's the answer then that's sad that they just toss it into the ocean and haven't come up with a solution. Its just crazy to read an article about some guy that raises money for a boat that spends every minute out in the ocean capturing small loads of plastic to return to a port and off load so it can be recycled. Like an ant moving crumbs of dirt one at a time. And on the other side is 113 million people throwing every plastic thing they have into the ocean.

As usual, some can only think of brute force and unrealistic goals to solve a problem. How about this- remember a few decades ago, it was realized the detergents you used to wash clothes were getting into waterways and killing fish. They solved that problem at the source and they can here too. Have the plastic industry have their scientists change the chemical formulas of their plastics so they rapidly decay in the environment and make sure it doesn't leave any toxic aftereffects. Problem solved. How hard was that.

Sunday mornings, I go get breakfast tacos for Brunch in little Kerrville Tx (Pop 25,000). Notice on the way home, half the churches have police/ private security actively. It's not a "gun problem", it's a society falling apart at the seams. Civil War seems the only cure.
