Meh, I think it's more nuanced than that. You don't want everyone acting like Cowboys, and yet at the same time, you don't want them sitting on the sideline waiting while carnage is being wreaked.

The police are under no obligation to "protect" anyone.
This is but one example. I think the SCOTUS first made this ruling back in the late 60's, and its been reaffirmed and upheld many times since then.
Just one more racket within the police/prison industrial complex.
