Of course men are the majority of prisoners; men commit a vast, overwhelming majority of punishable-by-incarceration crimes. That's not to say there's no bias favoring women when it comes to enforcement and sentencing -- there absolutely is -- but the types of crimes that are punishable by incarceration are overwhelmingly committed by men.
In other words, men commit those types of crimes at a rate that grossly eclipses the percentage of the population that they represent.
Similarly, minorities commit incarceration-punishable crimes at a rate that is over-proportionate to the percentage of the population that they represent. Being careful here to avoid sounding like Stapes, who is a racist, I want to be clear that I'm not saying white people don't commit those crimes. But the statistics don't lie; those crimes are committed by minorities at a disproportionate rate. I don't have the numbers in front of me, but the line I commonly hear is something like "18% of the population committing 80% of the violent crime" or some variation thereof.
And then you have to take into account the "repeat offender" aspect of it. When you not only commit these crimes, but also do it repeatedly, you're more likely to go to jail/prison.
Between the disproportionate criminality and the multiple-offense issue, it's a gross manipulation of facts and statistics to imply that there's some kind of anti-minority bias when it comes to incarceration.
