I would think that guy with the "Fuck Joe BIden" flag should be OK regardless of any city ordinance. Maybe unless there is a specific ordinance against flags of any sort but I'd agree that falls under 1st amendment protection which would trump anything local.

NASCAR banned Confederate flags at all racetracks. One certainly has 1st amendment rights to fly a flag, but not on someone else's property.

At about 5:40 the vid goes into a guy flying a "Fuck Joe Biden" flag at his house.
