It will never happen, but I wish my state would vote proportionately with its' electoral votes, rather than winner take all.

For CA, yes. Each state can make its own determination. ME and NE do this already.

I feel like popular vote over electoral is the only real change. Otherwise it would turn into a gerrymandering nightmare.

I agree I think each congressional district vote should go to whoever wins that district and the 2 votes you get for senators should go to whoever wins the popular vote.
