its still a bad idea. its exactly the kind of thing the democrats would do.
but i understand the theory. what better way to get people to think differently about something than to actually let them get some financial benefit from it. plus, you would only be giving them 20% back on what it costs this year yet you are cutting that costs for every year moving forward.
