I haven't quite cracked it yet, but I got as far as thinking that the 13% represents the percentage of population over 70 (?) that is dying from Covid and the 50% is the percentage of the death toll that they account for. But I can't figure out what they are planning to replace the 13% with. Its a poorly thought out meme.
