And rhetorically in general and not even to the specific audience that he was sitting in front of, which was not predominantly black. It looked to me like he was directing that comment to the amount of people that would score 960 or less on an SAT score in general. Statistically 41 percent of the test takers would score below 960 on an SAT. But that's 41 percent of the people that even take the test. Over 50 percent of high school seniors don't even take an SAT, meaning that the large majority of that pool probably know they can't score very well on the test so they don't bother.

Without any real safety guards, my father's family lost at least one part of their hand due to power tools. They were into commercial construction and commercial boat building, and it was pretty much a badge of honor to be missing some small piece somewhere.
