i have no idea. I wasn't there. I would assume they did. It makes no sense to me why a cop would shoot someone without justification. And certainly if they shoot him multiple times. this wasn't some rookie cop. But that's me. I can understand why everyone would want to get the facts and figure out what happened (like I do). there were lots of people in close proximity. i'm sure the true story will come out.
But, the answer can't be to immediately start burning shit down, looting stores, and creating riots that lead to other violence.

maybe its just the line of work that I am in, but I can't judge a situation and not provide an alternative.
If something goes wrong on one of my jobs and I tell them "Don't ever let that happen again". Maybe throw in, "someone will be fired". Their first response is going to be "Well if the situation comes up again, what do you want us to do different?"
My answer can't be "Just don't do what you did again". I can't be vague. I have to tell them a different way to do it. I can't start saying shit like "well you guys are just moving goal posts. Or yall are being obtuse. Or yall are idiots. Or yall are just distracting, diverting or looking for justification."
I have to use plain english and explain exactly what I would expect them to do different. Not one of you fucks can do that.

If the number of pussy cops on scene is insufficient to wrassle one guy, they should call for more cops. As I said, not hard to disable a vehicle.
Your problem is your cops regard deadly force as something to use as soon as they have an excuse, rather than as a last resort when absolutely necessary. That's the issue in all these cases, they are poorly trained and have an attitude problem.
