Agreed. There is nothing more needed than to do a monthly inspection per the rental contract. Even if announced, it means the renters are forced to clean up the mess up to that point, or risk eviction. And a serious health violation like this can still push thru an eviction case despite the 'rona.

Here's the deal- before you let a renter sign a lease on any of your properties, do a full background check including any prior problems, evictions, etc. Credit checks.
