actually, some of these companies in ph 3 trials are already betting on the come (to to speak) and they have started producing the vaccine in large quantities anticipating that final approval will come. Look Scaredy McScared. I think the point is that the CDC wants things in place by Nov 1st. You can't do something until things are ready and with a project of this magnitude you can't wait until the week before and then start making plans.
