Under the arrangement, the federal government would obtain that first batch for $1.95 billion, or about $20 a dose, with the rights to acquire up to 500 million more, or 600 million total. Americans would receive the vaccine for free. Before it could be distributed, it would need emergency approval by the Food and Drug Administration. But the U.S. government does not pay the nearly $2 billion until the drug is approved and the first 100 million doses are delivered.

you seem to be hung up on the point being that Pfizer "got the money". The point is that the US Government made an agreement that locked up 100 million doses with an option for another 500 million doses. For the first approved vaccine. And the US Government has a contract with Pfizer that says that. So, no matter what bidding war some other countries start to try to get in front of us, they can't. You can split hairs about which bank the money is in or who has it in their account, but the fact of the matter remains the same.
