Well, its a truck tire and they make those tires out of plys, or layers. And over time the layers begin to separate. They can retread them, but a shitty retread job ends up with a shitty tire. That's why when you are driving on a highway you sometimes just see big piles of rubber lying around. Some truck tire just disintegrated while driving.
