I'm pretty sure It does. The 2 on the mid-lower left show the USA star emblem only- US Air force. The one on the right has the same star but surrounded by what looks like a simple carrier emblem. Navy.

KInda, but not really. They can pass and Truman can sign but creating a new military branch is going to take some time.
