it was a bar disguised to look like some type of fender protection and it was filled with lead shot. You don't see that as a blatant rule violation? You are talking about a driver that knows every single spec of anything on his car and he has a bar filled with lead shot that he is unaware of the lead shot inside it?

My point is that it wasn't a common oversight nor was it a "no big deal" oversight. The oversight was the fact that it was a bar and it was protruding from an area that wasn't supposed to have one. That's what he laughed off for months as other drivers complained. No one was prepared for the fact that it was filled with lead shot to add weight to his car and give him a racing advantage. That's the point.
