He was and i guess as far as TV is concerned that could be a spinoff, but IMO that was always its own property, i.e. he had his own movies/comics well before the DD show

I'm a huge ST:DSN and ST:Voyager once their writers got into stride with the story arcs. They ended as great shows.

They did not.

I remembered watching it as a kid, recently recorded it off MeTV and watched all the seasons. It was so silly, lol! I constantly wanted to punch Haney in his pie hole. What an ass-hat.
