“Why should they be allowed to investigate people based on hunches when they have no evidence? Why don’t we expect them to actually get probable cause for drug possession or gun possession before they pull a car over?” Haywood said.
On the other side, Roanoke County Police Chief Howard Hall said it’s not about race, but safety and enforcing the law.
“This has got to be one of the dumbest pieces of legislation I’ve ever read,” Hall said. “If someone’s getting arrested off one of these traffic stops, it’s because they’re wanted, they’ve committed some other crime, perhaps we found drugs or an illegal weapon. Those are people that we want to arrest because they’re criminals.”
The battle over whether these changes are more dangerous or more just is still drawing a sharp divide.
“We ought to expect better of our police than to just shake people down because they feel like it,” Haywood said.
“There really isn’t much point behind this and it’s really not going to accomplish anything positive,” Hall said.
These changes were approved during the General Assembly’s Special Session in 2020.

1.)Personally I think every major city should have a police oversight committee with real authority and power over the department. Although we'd have to be careful that its not made up of people who simply want to hamstring and punish the department. It has to actually be unbiased and willing to acknowledge when citizens do stupid shit AND when police do stupid shit.
2.) Police officers should be paid more. If we want better officers we have to attract them and make it worthwhile.
3.) Training should be vigorous and comprehensive and overhauled where needed. Model departments and officers should be rewarded and failing departments and officers should not be protected. They should be forcefully improved by their states at the behest of the Federal Government.

Some people seem to be anti-cop. And that's nuts.
Rational people realize we need them. But we need them to be better, and we need to help provide the means and the incentive to do so.

The average salary for a cop in NJ is around 80,000 a year. In minnesota its almost 70,000. It's a police culture problem, not pay. Some think they are the ultimate authority and can do what they want with impunity. They need to be disavowed of that mindset and held accountable for bad behavior like every other job in this country.

I can agree with 1 and 3, but not 2. It's a government job, a civil service job. It comes with great benefits, and often those benefits are better than with private sector jobs. My cop buddies that I used to rent a house to will have three cop pensions each on top of their military pensions. Only cops (and firemen, but who can hate on a fireman) get those sorts of pensions now, since many counties and municipalities have changed those "rich" government pensions that the average civil servant used to get into shitty 401(k)s. Without increasing their pay. But cops (and firemen) still get the traditional pensions. The pay was supposed to be shit, since it was to encourage people who really wanted those jobs to have them, and they were tax-payer supported jobs, jobs meant to support the community. And none of it will happen as long as police unions are as strong as they are, with the ability almost to overrule police commissioners and their agencies. There is always so much hate for unions in so many other jobs, yet politicians will happy slobber over the balls of police unions. People love to throw the trope that teachers' unions protect bad teachers, but what exactly do police unions do but exactly that? How about busting the police unions down a notch or two?
1) Many counties and cities *did* have powerful oversight committees that had a say on the operations of their police agencies. Orlando had a tough one up to the mid-90's. But from that time on, politicians wanted to show their support for police and loosen the bonds so they "could do their job." And when those committees are re-proposed, you can imagine what the response is: "our police officers need the freedom to do their jobs as needed to protect our citizens, blah blah blah". Why would you put any restraints on a cop's job, are you a cop hater?
2) A common complaint among a lot of non-advanced professionals is that it only takes less than a year at a police academy to get the basic policeman's certificate needed to be employed as a LEO. It's a 25 week session in Florida. Many medical professions take two years minimum. Even hair dressers take longer in school than police officers, about a year. Bachelor's degrees are encouraged, not required except for possible advancement. You can still step right out of high school and become a cop in many places. Or quit school and get a GED, and go to the academy. I had none of those options to apply for medical lab tech school.
Another thing about that academy certification: it's rarely if ever taken from a bad cop. You need the certification to apply to any Florida agency, but if you're fired from your job as a cop, you *still* retain the certification. You just go over to the next town, city, or county, and apply. Cops here do it all the time. They just move their bad attitude from one agency to another, even if the next agency knows about your bad attitude. Apparently most police agencies always have a good number of cop positions open, they just can't hire 'em fast enough.
The average pay for a patrol officer in Florida is $24K in tiny little towns to $71K in large cities and counties, with the median in the $55K-57K range. The Florida HIghway Patrol starts at $33K, but has about the best benefits of any of the regional police agencies and a very strong union, with good retention bonuses.
If you can't be a good example, you can still serve as a horrible warning.
