sure. most people get a combo license so they can hunt or fish either one. but you can get a stand alone fishing license. or a stand alone hunting license. but as long as you don't plan to fish you don't need one.

I don't know about Texas, but here in Florida on state lands, if you're in possession of fishing gear and/or hunting gear, there is a presumption you will be in the act of fishing and/or hunting, and you better cough up your game licence with asked for by a game warden. There is no "I'm just walking around with a rod or a rifle, I ain't gonna be doing no fishing or hunting!" A state game warden can fuck up your day in no uncertain terms in ways a regular beat cop could only dream of.
