Yea, it kind of was then. Below is a picture of how it looks now. One thing to remember is that even twenty years before that pic, there were still residential homes around the downtown area, all gone by that pic. There was also a spate of demolition, the reasons for which I don't know, of a bunch
of small commercial buildings where those parking lots are (or were then). One other aspect is that then, there were at least two other large area outside the main downtown area that sucked away a lot of reasons for building in the city center, for a while Houston was known for being a city of three "downtowns". For all I can complain of Orlando, I do not miss Houston at all.
If you can't be a good example, you can still serve as a horrible warning.
