Hour hand clicks over once the minute hand completes the full 360 degrees. As the second hand rotates, it carries the minute hand along. Both hands on the left point directly toward a long notch. The one on the right is about a sixth past a short notch- that is the minute hand and the second hand needs 10 seconds to hit 12. So it's either 8:14:50 or 12:24:50. I don't know which is correct because the NFL games just started and I don't have time for this crap right now.

OK same logic but the hour hand doesn't click over when the minute hand passes through 360 degrees. The hand on the right is the hour and is 1/6th the way past the small notch. That means the second hand is at 12 and the minute hand is 10 small notches past 12. So the correct answer is the time is 6:10:00

The arrow seems to be pointing precisely at NW. So, if that is the hour hand, then its exactly that hour, which couldn't be possible based on the location of the other two. If, it was exactly that hour, then the minute hand would be exactly at 12. And if the minute hand is exactly at 12, then so would the second hand.

The arrow seems to be pointing at about 0.42 mark of a 0.5 mark gap, which would mean 10 out of 12. So that hand almost has to be the hour hand. And since the other two hands are pointing exactly at tick marks, then one can be the minute and one can be the second hand.
