There needs to be a cultural and meaningful shift in those areas that places school and education as priorities. How do we do that though in such difficult circumstances? The breakdown of the family unit has, IMHO, certainly contributed to this and other problems plaguing our poorest communities. Encouraging and helping to build strong familial units might help mitigate the problem a bit.

They could actually start teaching things that matter also. How to make money, investments, savings, taxes, loans, why college isn't for everyone, how you go to college on the cheap, choosing the right degree for you, why community College is better than regular university in most ways, etc. 99% of all issues can be solved by fixing one of three things: the government, the schools, or your parents shitty job parenting. Not racism, or sexism, or someone treating you unfairly, but one of those.

part of the solution would be to simply change what people's expectations are of an education. Teachers aren't there to sprinkle some magic dust that makes children successful. They are there to teach them basic skills that are very easy to learn if you want to learn them. We have done a great disservice to kids by tricking them into thinking that an "education" is the secret to success. Its not the piece of paper; its the ambition inside the kid that has always been what determines success. They don't get that ambition in school.
