If this is the greatest border bill in the last 20 years, then why are they attaching it to the funding for Israel and Ukraine? Why not just put the bill through on its own merits and let everyone vote on it at its own face value?

They tried to dangle just enough of a carrot out there to get what they wanted (Ukraine funding) knowing that would put the border issue to bed for years to come and they wouldn't have to revisit it. They probably would have gotten that passed with McCarthy as Speaker. But, they changed the speaker and now they have single bill Johnson.

Republicans have been saying that they will not vote on funding Ukraine and Israel until there is a border bill to vote on. They didn't say to tie them together, in fact, they have said all along just the opposite. They want them voted separately.
