Lloyd Austin was in charge as the Secretary of Defense under President Biden and he would have had final approval of all plans. The finalization and execution of all plans falls under Milley as the Chairman of the joint Chiefs, Austin as SofD and Joe Biden as the Commander in Chief; in addition to various parts of his administration you fucking retard. Whether the plans were faulty or the execution was faulty, or both, the responsibility ultimately falls to Austin and Biden.
McKenzie tried to fall on the sword but ultimately he and Milley both placed blame on Biden's State Department:
