Doesn't seem much point going further into with someone who just runs away from his mistakes though. Your inability to admit error means you aren't actually capable of holding a discussion on anything.

The significant build up in militaryt spending clearly began in 1982 and onwards. The stats are in the link I provided

Yes, one comes first. Then something called time happens during which something called bills can pass. Reagan continued and expanded Carter policy, my source for that is Ronald Reagan.

Youre too young to actually remember but you need to understand that Reagan ran (twice) on rebuilding the military to combat the Soviet threat. Carter did not see the Soviets as a threat and only reacted to their hostilities
Yes, as I said at the start he continued the hell out of Carter's policy. He ran primarily on voodoo economics though.
