I think these members of Congress use the "debt ceiling" to play with the stock market and capitalize on stock price changes. This happens every time. The Dow Jones tanks because of all of the looming stories about "what will happen to the US if we default on our debt". It lingers right up until the last possible moment and then "bang" they settle it, modify the debt ceiling and pass a budget the the Dow Jones soars 500+ pts on the news.
