The Democrats favorite tactic to use in legislation is to find a hot button racial issue. Like "Voter Suppression" and capitalize on it to make some kind of signature bill. Then pack it with things that would normally be laughed at, but get buried in the bill and can't be discussed because you are "racist" if you are against the bill in the first place. The sad part is that there are some genuinely good things that some genuinely good legislators try to put into the bill and they get lost in the mess.
