The Space Station has a 3D printer for making tools

Yep. If they need something on the space station that they don't have, they can get an email with a file to print it themselves. The first thing they "printed" was a ratchet.

So, instead of waiting months and months for a rocket to send a shipment that includes some random tool (or whatever) they can do it themselves.
